Japan PM seeks to quell Okinawa anger over U.S. base

TOKYO (Reuters) - Japanese Prime Minister Naoto Kan apologized to the residents of Okinawa on Wednesday for the concentration of U.S. military bases on the island, in an effort to soothe local anger that contributed to his predecessor's fall.
