Tropical Storm Celia forms in Pacific off Mexico

MEXICO CITY (Reuters) - Tropical Storm Celia formed on Saturday in the Pacific off southern Mexico and could become a hurricane as it moves away from the coast, the U.S. National Hurricane Center said.
