Spain says police arrest ETA cell before attacks

MADRID (Reuters) - Spanish police arrested four suspected Basque guerrillas who they believed were about to stage attacks in northern Spain, seizing guns and materials for explosives in pre-dawn raids Tuesday, the government said.
