Cuba: No Dialogue With U.S. Until Bush Leaves Office

Cuba is not interested in improving relations with the United States while President George W. Bush is in office and will wait for a change in U.S. leadership before extending an offer for dialogue, says Cuba's top diplomat in the United States.
