In the most ambitious play yet by a U.S. sports entity in China, the National Basketball Association has used the popularity here of the sport and its marquee players as a springboard for a new league -- despite a sometimes rocky relationship with the country's basketball bureaucracy. The NBA has been establishing a presence in China for years, and has already done advance work on the league, including agreeing to take a stake in an arena recently completed in Beijing for the 2008 Olympics.
