U.S. envoy predicts end to N.Korea nuclear threat

WASHINGTON (Reuters) - The U.S. envoy to North Korean nuclear talks told Congress on Thursday the North's uranium enrichment program no longer will be a threat by year's end, and said the diplomatic normalization Pyongyang expects will happen only after full denuclearization.
