Russia raises Ukraine aid issue, U.N. talks drag on Syria help

UNITED NATIONS (Reuters) - Russia said on Monday that more than 100,000 people have fled across its border to escape violence in eastern Ukraine and signaled that it has been delivering humanitarian assistance to the region without Kiev's consent.
