Japan quake city orders nuclear plant to stay shut

KARIWA, Japan (Reuters) - A Japanese city ordered the world's biggest nuclear power plant to stay closed until safety was assured after an earthquake caused radiation leaks, as the U.N. nuclear watchdog said the utility had misjudged seismic risks.
