DIYARBAKIR, Turkey (Reuters) - Jailed Kurdish militant leader Abdullah Ocalan called on the Turkish government on Friday to create a legal framework for their peace talks, whose fate is looking increasingly uncertain a year after he called a ceasefire by his fighters.
