SIMFEROPOL/BRUSSELS (Reuters) - The United States and European Union imposed personal sanctions on Monday on Russian and Crimean officials involved in the seizure of Crimea from Ukraine as Russian President Vladimir Putin signed a decree recognizing the region as a sovereign state.
