Monitors arrive in Syria as tanks fire in Homs

BEIRUT (Reuters) - The first group of Arab monitors arrived Syria on Monday to assess whether Damascus is adhering to a peace plan, and residents of the flashpoint city of Homs said at least 23 people were killed as tanks fired on neighborhoods.
